Teacher Certification Both California and Michigan require charter school teachers to hold state certification. Michigan’s charter school law also contains provisions that allow the full-time faculty of universities and community colleges that are charter school authorizers to teach in the schools sponsored by their employers. Arizona’s charter school law does not require that charter school teachers be certified. Accountability Although the statement of legislative intent that precedes California’s charter school law notes that the charter school law was intended to facilitate a shift “from rule-based to performance-based accountability systems” the terrain of charter school reform / 27 (California Education Code of 2006, §47601), California’s charter school law has few provisions related to accountability.

2 the terrain of charter school reform / 35 Like charter school principals, on average, charter school teachers tended to have less experience and shorter tenures in their current positions than conventional public school teachers. Fewer charter school teachers were certified in their main teaching fields, and of those that were certified, a much higher percentage of charter school teachers held provisional, temporary, or emergency certification. This finding is not surprising given that not all states require charter school teachers to be certified.

In Michigan this requirement also applies to community colleges, which are also prohibited from operating PSAs in first class school districts, or districts with over 100,000 students. 5 There are no geographic restrictions on PSAs authorized by state public universities in Michigan. However, Michigan public universities are only empowered to authorize up to 150 PSAs. There are no limits on the number of PSAs that can be approved by the other PSA sponsors. There are no caps on the overall number of charter schools that can be authorized in Arizona.
